42 organizations applied for participation in the competition. Institutions of higher education from 25 cities presented their books in different nominations. Altogether, there were 351 books.

Theory of Indirect Administrative Relations in the System of Fiscal Authorities of State Power of Asadov Ali Mamedovich, Docent, Candidate of Law, Rector of the Ural Institute of Economics, Management and Law, won in the nomination “State and Municipal Management. Best Scientific Book”.
We are glad that our Rector is a winner of scientific competitions for the second time. In 2009-2010 Asadov Ali Mamedovich with his monograph Theory of Indirect Administrative Relations in the System of Fiscal Authorities of State Power became a laureate in all-Russian competition for the best scientific book 2009 held by the Fund of Russian Education Development.
580 Russian institutions of higher education applied for participation in the competition and expert commissions chose the winners and laureates in 6 nominations. Diplomas were awarded during all-Russian week of university science in Sochi on September 2010. The Fund of Russian Education Development recommends the scientific book of Ali Mamedovich for education and republishing for public use in Russia and abroad.
